(A) It shall be the policy of the town to require that all developed land within its jurisdiction have sufficient storm water management controls in place so as to ensure the adequate protection of life and property. To this end, as a minimum, developed land within the jurisdiction of the town shall be provided with storm water controls capable of managing after-development runoff from a ten-year, 24-hour storm, so that the on-site and off-site effects of development are the same or better than the pre-development state. The requirements of this subchapter shall be construed consistently with the requirements of the state for controlling storm water quantity and quality.
(B) Where the requirements of this subchapter are in conflict with the rules and regulations of the state, the more stringent or higher requirements shall govern.
