(A) Presiding officer established.
(1) The Mayor or, in his or her absence, the Mayor Pro Tempore, or, in the absence of both, any member of the Council who may be designated (quorum being present) shall take the chair at the hour appointed for any regular, adjourned or special meeting.
(2) The presiding officer shall enforce the rules of this body, preserve order and decorum and appoint all committees unless the Council shall otherwise direct.

(B) The Mayor or presiding officer shall decide questions of order, subject to an appeal to the Council. The appeals shall be by motion and may be debated.
