No vehicles, including motor vehicles, shall be parked in the alleys or loading zones, as described in Exhibit A in § 73.06, except for the purpose of loading or unloading, which shall be done as expeditiously as possible and shall not exceed 15 minutes elapsed time in any one block, unless a special permit is obtained from the Chief of Police. And, while loading or unloading, all vehicles shall use their hazard or flashing warning lights.
