Motor vehicles shall be parked parallel to the curb or edge of the roadway on all streets and avenues with the right-hand wheels within 18 inches of the curb or edge of the roadway at locations where there is adequate right-of-way available, or within 15 feet of any fire hydrant. On one-way streets, motor vehicles shall be parked parallel to the curb on all streets and avenues with either the right-hand wheels or the left-hand wheels within 18 inches of the curb.
