The following actions by the Commission may be appealed by any interested party to the City Council:
(A) The Commission’s decision not to hold a public hearing on an application for designation of a cultural resource or historic district;
(B) A determination made after a public hearing not to designate a proposed cultural resource or historic district; and
(C) The Commission’s decision to grant or to not grant a permit.
