When an application for a certificate of appropriateness for a building in a historic district is submitted for review, and when that application involves the demolition of all or a portion of the building or structures within the boundaries of the historic district, the Commission shall review the post-demolition plans for the property in terms of the design guidelines and standards enumerated in this chapter.
