At the public hearing, the Commission shall make findings of fact and conclusions of law as to whether or not the proposed construction, reconstruction, alteration, moving, or demolition is appropriate. The Commission, in making its determination, shall act in accordance and in conformity with the design guidelines and standards set forth in Chapter 155, and specifically the criteria and procedures for evaluation of economic impact set forth in § 155.142 of this code of ordinances.
