Within 45 days after the filing of an application for a certificate of appropriateness, the Commission shall hold a public hearing thereon. Notice of the date, time, place, and purpose of the hearing shall be given to the applicant in writing. If the Commission believes any property is likely to be materially affected by the application, it shall take reasonable steps to provide the same notice to those affected owners, giving both such owners and the applicant an opportunity to be heard on the application at the time of the public hearing.
