The interior arrangement of a building shall not be subject to the provisions of this chapter unless the construction, reconstruction, alteration, restoration, or demolition of such interior features in any way effects either the structural integrity of the building or the exterior portion of any building, or is apparent or observable from the exterior of any such building, in which such event a certificate of appropriateness is required.
