§ 155.042 SIGNIFICANT AS A WHOLE.
   A historic district shall be significant as a whole even though it may be composed of components-sites, buildings, structures, and objects that lack individual distinction or historic integrity, as long as the district conveys overall a sense of the time and place of the period of which the elements of the district gained historic significance.
