§ 155.028 VACANCY.
   A vacancy shall occur upon the death, resignation, or removal by the City Council of a member. In the event of a vacancy, the Mayor, with the advice and consent of a majority of the full City Council, shall appoint a person to fill the remainder of the unexpired term.
