(A) The presence of a quorum shall be required for the transaction of business at either regular or special meetings of the Commission. All decisions or actions of the Commission shall be made by a majority vote of those members present at any meeting where a quorum exists.
(B) The following numbers will constitute a quorum for the transaction of business: If five Commission members, a quorum consists of three; if six Commission members, a quorum consists of four; and, if seven Commission members, a quorum consists of four.
