The City may establish a Police Department within the city, and, if so created, the Police Department shall be governed by the provisions of this subchapter. In the absence of an established Police Department, the city may contract with any other state, county, or municipal agency authorized to enforce the laws of the state to carry out those functions otherwise contemplated of its Police Department.
