§ 154.28 SUBDIVISIONS AND PLANNED UNIT DEVELOPMENT.
   (A)   All subdivisions and planned unit developments in the city which require excavation shall require an Institutional Controls Program permit and approval from the district of the developer’s plan for dealing with contaminated soil.
   (B)   Such approval shall be obtained prior to final plat approval and prior to commencing work.
