§ 153.001 BUILDING CODES AND STANDARDS ADOPTED BY REFERENCE.
   (A)   Code adoption. The approved editions of the following nationally recognized codes, as adopted by the state or the State Code Board, are adopted as the official building codes of the city.
      (1)   International Building Code. The International Building Code, 2018 Edition, prepared by the International Code Council, Inc., as adopted by the state or the State Building Code Board, together with any amendments or revisions to the International Building Code made by the State Building Code Board through the negotiated rulemaking process, is adopted.
         (a)   All rules promulgated by the State Code Board to provide equivalency with the provisions of the Americans with Disabilities Act, being 42 U.S.C. §§ 12101 et seq., accessibility guidelines and the Federal Fair Housing Act, being 42 U.S.C. §§ 3601 et seq., accessibility guidelines are specifically included.
         (b)   The following specific minimum construction standards are adopted.
            1.   The minimum reinforcement for foundation walls (unless closer spacing is specified by design or engineering specifications) which do not exceed four feet in height shall be four feet on center for vertical reinforcement and two feet on center for horizontal reinforcement. Foundation walls over four feet in height (unless closer spacing is specified by design or engineering specifications) shall be 18 inches minimum on center for horizontal and vertical reinforcement.
            2.   All continuous footings will require a minimum of two horizontal reinforcing bars. Reinforcing bars shall be a minimum size of No. 4 and may be a minimum grade of 40.
            3.   The minimum roof design snow load shall be 60 pounds per square foot (the exception being manufactured homes approved by the Department of Housing and Urban Development (HUD)).
            4.   The minimum depth for frost protection purposes from ground surface to the bottom of a footing shall be 30 inches.
            5.   The ground snow load shall be 80 pounds per square foot.
      (2)   State Residential Code. The State Residential Code, 2020 Edition, as adopted by the state or the State Building Code Board, consisting of the International Residential Code prepared by the International Code Council, Inc. and amended by the State Building Code Board through the negotiated rulemaking process, is adopted.
      (3)   State Energy Conservation Code. The State Energy Conservation Code, 2020 Edition, as adopted by the state or the State Building Code Board, consisting of the International Energy Conservation Code prepared by the International Code Council, Inc. and amended by the State Building Code Board through the negotiated rulemaking process, is adopted.
      (4)   State Existing Building Code. The State Existing Building Code, 2018 Edition, as adopted by the state or the State Building Code Board, consisting of the International Existing Building Code prepared by the International Code Council, Inc. and amended by the State Building Code Board through the negotiated rulemaking process, is adopted.
      (5)   State Manufactured Home Installation Standard. The State Manufactured Home Installation Standard, as developed by the State Division of Building Safety, is adopted.
      (6)   National Standard. American National Standard ICC/ANSI A117.1.
   (B)   Exemptions. Agricultural buildings, as defined by the International Building Code, are exempt from the Building Code, but shall remain subject to placement requirements and permits established by zoning regulations.
   (C)   Successive versions. The adopted versions of the foregoing codes shall be deemed superseded and successive versions of such codes, as they are adopted by the State Building Code Board, are effective on the date any such codes are made effective by the State Building Code Board.
   (D)   Copies on file. A copy of the latest edition of the foregoing codes and standards shall be kept on file at the office of the City Clerk/Treasurer for use and examination of and by the public.
   (E)   Fees. Fees for building permits and related Building Department services shall be set by resolution of the City Council.
