(A) New construction, manufactured homes, and substantial improvements of existing structures shall have the lowest floor of the lowest enclosed area (including basement or crawlspace) elevated no less than two feet above the highest adjacent grade at the building site.
(B) Openings sufficient to facilitate the unimpeded movement of floodwaters shall be provided in accordance with the construction standards in § 152.41(A)(2).
