A member of the Fire District shall have the right to inspect said premises from time to time for the purpose of better securing fire protection for the inhabitants of said parks, and shall make recommendations to the City Council for the improvement of said parks, and shall immediately report any situations occurring in said parks constituting, in its discretion, fire hazards, whether they be violations of this chapter or not.
