Tightly-covered garbage cans shall be provided in quantities adequate to permit disposal of all garbage and rubbish. Garbage cans shall be kept in a sanitary condition at all times. Garbage and rubbish shall be collected and disposed of as frequently as may be necessary to ensure that the garbage cans do not overflow.
