(A) The applicant for a license shall possess all of the qualifications necessary to obtain a license from the Director of the State Department of Law Enforcement, as prescribed by Idaho Code Title 23, Chapter 9, and maintain such qualifications throughout the period for which such license is issued.
(B) The possession of a license regularly issued by the State Department of Law Enforcement shall be prima facie evidence of the applicant’s qualifications to receive a license hereunder.
