§ 92.13 ENTRY UPON PRIVATE PROPERTY.
   The Chief of Police or his or her agent is authorized at all reasonable times to enter upon private property and examine any vehicle for the purpose of determining whether or not it is in a discarded condition. However, before entering upon private property, he or she shall obtain the consent, in writing, of an occupant thereof, if known, or obtain a search warrant authorizing his or her entry. It shall be unlawful for any person to interfere with or attempt to prevent the service of said search warrant.
