The City Clerk/Treasurer, or other duly authorized representative, shall notify, in writing or in person, the owner of any such vehicle, lot, place, or area within the city or the agent of such owner, to abate the nuisance indicated in the notice; provided, such written notice shall be by certified mail, addressed to said owner or agent of said owner, at his or her last known address, or delivered in person. If the owner of a discarded vehicle is not found, said notice shall be placed upon the vehicle in clear view.
