(A) Power to grant; application. The Chief of the Fire Department may, in said Chief’s discretion, upon written application made to him or her, grant permits for the keeping or storing of not more than 100 pounds of powder, dynamite, or nitroglycerine, or other high explosives. The application shall state the exact location within the limits of the city where it is intended that such high explosives shall be kept or stored.
(B) Rules and regulations. The Chief of Fire District I, in granting permits provided for in this subchapter, may make such reasonable rules and regulations as to the storing of the said explosives as will ensure the safe handling and storing of the same.
