§ 91.15 STORAGE OF EXPLOSIVES RESTRICTED.
   It shall be unlawful for any person to have in his or her possession, or to keep or store, either for himself, herself, or for others, anywhere within the limits of the city any powder, dynamite, nitroglycerine, or any other high explosive, except as hereinafter provided.
