§ 90.001 PURPOSE.
   (A)   The purpose of this chapter is to promote the public health, safety, general welfare, peace, good order, comfort, and convenience of the city and its citizens.

   (B)   The city, through its Mayor and City Council, finds, determines, and declares that this chapter is necessary for the immediate preservation and protection of the public health, safety, and welfare of the city’s citizens and inhabitants.
