§ 73.36 EXERCISE OF POLICE POWER.
   This subchapter shall be deemed an exercise of the police power of the city in its governmental capacity for the protection and preservation of the health, welfare, and order of the city, and all of its provisions shall be liberally construed for the accomplishment of that purpose.
