There shall be included in each annual Town budget a Confidential Expenditure Fund in an amount to be determined by the Town Council, which Fund shall be included in those funds budgeted for the Metropolitan Police Department and shall be treated as a petty cash fund under I.C. 36-8-3 under the supervision of the Chief of Police or an officer he or she designates. The Town Council shall adopt, by resolution, a minimum documentation procedure in compliance with the requirement of the State Board of Accounts.
