(A) The Town has partnered with Indiana Municipal Power Agency (IMPA) to upgrade system electrical meters to convert the current system to an advanced metering infrastructure (AMI) program.
(B) The major benefits of AMI include, but are not limited to: reduced costs for metering and billing, quicker outage notifications, lower outage costs and response time, remote service connect and disconnect capabilities, and reliable and real-time information for customer electrical consumption and utilization trends.
(C) Most other IMPA communities and major utilities across the United States and Canada have or are in the process of implementing similar programs.
(D) It is possible, though not preferable, for the Town to allow a homeowner to maintain an existing meter requiring a monthly in-person meter read, thus causing the Town to incur additional expenses.
(E) As a result of these findings, the Town Council authorizes the Town to charge those customers allowed to utilize existing meters a flat fee of $25 per meter, per month for the expense of in-person and manual-input meter readings.
