(A) The Town Council may from time to time, amend, supplement, change or modify, this chapter, including the zoning map, by proceeding in the manner prescribed herewith.
(B) An amendment to the text of the ordinance or an amendment involving the zoning map may be initiated by any of the following:
(1) The Town Council;
(2) The Plan Commission;
(3) The titleholder(s) of record of a parcel of land; and/or
(4) Fifty-one percent of the titleholders of record, when more than two parcels of land are involved.
