(A) Taxicab permits shall be renewed upon the payment of the prescribed fees by the person holding the taxicab permits. The Town Council shall have the power to revoke and terminate, or refuse to renew, any taxicab permit if, after notice to the holder and a hearing, said Town Council shall find that the holder of said permit is not rendering or cannot render efficient service, or is in violation of any other provisions of this chapter.
(B) It shall be unlawful for any holder of a taxicab permit to sell, transfer, assign or set over said permit to another person or persons.
