§ 115.20 LICENSE REQUIREMENTS.
   (A)   It shall be unlawful for any person to operate a taxicab or a taxicab service or business within the Town without first having obtained a license therefore as provided herein; provided, however, that, taxicabs licensed by other cities or towns may be driven within the Town when said taxicab and driver are properly licensed by the city or Town or origin.

   (B)   (1)   No taxicab service license shall hereafter be issued unless and until the Town Council shall approve an application thereof. In making its decision, the Town Council shall take into consideration any and all facts which are necessary and proper.
      (2)   If the Town Council determines that the public convenience and necessity requires the proposed taxicab service, it shall issue certificates of convenience executed by the President of the Town Council and attested to by the Town Clerk-Treasurer. The certificate shall remain in effect until cancelled, either by its term or otherwise.
