Any person, firm or corporation or group of persons who shall violate any of the provisions of this chapter or fail to comply therewith or with any of the requirements thereof shall, for the first violation or non-compliance be guilty of an infraction and, upon conviction, shall be fined pursuant to the Appendix: Fines and Penalties in Ch. 31 of this code of ordinances, and each day that such violation or non-compliance shall be permitted to exist shall constitute a separate offense and, upon conviction of a second or subsequent offense such non-compliance, shall be fined pursuant to the Appendix: Fines and Penalties in Ch. 31 of this code of ordinances.
