No person, firm, corporation nor group or groups of persons shall construct, attach or otherwise display any yard, garage or residential sale sign, as hereinabove defined, to any stop sign, street sign, telephone or utility pole or other permanent installation of any utility company. Further, no sign may be installed on any private property of any third person without first obtaining the consent of the owner or occupant of said private property upon which such sign is constructed, attached or installed.
