At the hour fixed for the opening of the meeting, the President, Vice-President or presiding Council member in the absence of the President and Vice-President, shall take the chair and call the Town Council to order. Once determined that a quorum is present, he or she shall direct the Clerk-Treasurer to read the minutes of the preceding meeting, unless the reading of the minutes be dispensed with.
