No person shall, without the knowledge or consent of the owner, hold or retain possession of any animal of which he or she is not the owner for more than 24 hours without first reporting the possession of the animal to a humane officer, an animal control agency, or its designee, giving his or her name and address, a description of the animal, a true and complete statement of the circumstance under which he or she took possession of the animal and the precise location where said animal is confined.
