(A) In any prosecution with regard to a vehicle parked or left in a place where any condition in violation of any of the provisions of this subchapter prove that the particular vehicle described in the complaint was parked or left in violation of a provision of this subchapter, together with proof that the defendant named in the complaint was at the time the registered owner of the vehicle, shall constitute prima fascia evidence that the defendant was the person responsible for having the vehicle parked or left in violation of this subchapter.
(B) It is the specific intent of this provision to make the owner of a motor vehicle responsible for the use and operation of the motor vehicle regardless of who actually parks the vehicle in violation of this subchapter for it is the owner who has control over who drives or operates his or her motor vehicle.
