Any vehicle parking on a primary or secondary snow emergency route in violation of any of the provisions of this subchapter may be impounded by the Town police and no person shall recover any vehicle removed pursuant to this section without first paying the costs of removal and the cost of storage. Any payments required by this section shall not be construed as a penalty so as to preclude prosecution for violation in the provisions of this subchapter.
