(A) There is hereby created a Department of Water Utility which shall be responsible to the Town Council for the operation of the Town’s water utility.

(B) The Town Council shall have all powers necessary for the custody, management and operation of said utility under the provision of I.C. 18-1-21-1 et seq., and amendments thereto.

(C) The Town Council shall, by ordinance, establish rates and charges for water supplied by said utility to adequately provide for the operation, maintenance, depreciation and repayment of indebtedness of said utility.
