(a) All containers and receptacles for refuse and rubbish as herein defined and set forth shall be located at ground level and easily accessible to collectors on collection days only. At all other times such containers and receptacles shall be kept and maintained in the rear of the main building located on the premises.
(b) Collectors shall not be required or permitted to enter garages, dwellings, or porches for pick up. Containers shall be placed at curb side or in the alley way, at the property line, if an alley way is available. The contractor shall not be required to make pick ups at alley ways that are not reasonably passable and maintained by the Municipality.
(c) Collectors shall not be required to enter enclosed premises when gate is locked, or if an unfriendly dog is loose upon premises.
