941.06 CONTAINER REQUIREMENTS.
   (a)   Every resident, owner, or householder shall provide and maintain the number of plastic or metal container as may be determined by Council by agreement with a contract hauler which shall be of substantial watertight construction and with tight fitting lids which shall be kept in position at all times. The size of such containers shall not exceed twenty-seven gallon capacity and shall not be filled so as to interfere with the tight fitting of the lid thereof, and the contents of such container shall not at any time weigh more than seventy-five pounds.
 
   (b)   Each container must be provided with usable handles for carrying purposes. Any container having ragged or sharp edges, or any defect that is liable to injure or hamper the person collecting the refuse or rubbish shall be repaired, or replaced by a new container. Refuse and rubbish containers, not complying with the regulations, such as buckets, wooden barrels, tubs, lard cans, paint buckets, iron drums, water boilers, and the like, shall be collected and disposed of as other refuse and rubbish.
 
   (c)   Any defective container, when used, may be confiscated and disposed of as refuse and rubbish after notice from the Municipality is attached to such container directing the resident, owner, or householder not to again use the same.
 
   (d)   Grass clippings and other yard waste may be placed in bushel baskets or other similar containers equipped with good and sufficient handles and placed at the street for pick up.
