(a) All refuse coming under a classification of garbage must be drained of surplus water and wrapped in heavy paper or several sheets of newspaper before being deposited in garbage containers.
(b) All refuse under the classification of animal offal shall be limited to offal from dogs and cats, and shall be collected and disposed of only if the same is securely and thickly wrapped or bagged and securely tied.
(c) Tree limbs and other woods shall be collected and disposed of only if they are bundled up in lengths of not to exceed four feet and securely tied, the weight not to exceed seventy-five pounds.
