Refuse and rubbish shall be collected once each week from residences and from commercial establishments. Collections except in emergencies shall be between the hours of 7:00 a.m. and 7:00 p.m. No collections shall be made on Sundays or holidays, except in emergencies. The person or corporation awarded the contract to collect refuse and rubbish as herein provided shall within ten days after the award of such contract, file with the Clerk, a schedule of collections and when such schedule of collections is approved by Council, it may not be changed without approval of Council except in case of an emergency, and only then with the approval of the Mayor.
