(a) No person shall permit any earth, mud, water, dirt, ashes, paper, garbage, rubbish, or any other substance which litters, or tends to litter the street, to fall from the wheels or body of any vehicle under his control, upon any street, alley, or other public right of way in the Municipality.
(b) No person shall in any manner place any of such substances on any street, alley, or other public right of way.
