(a) No person shall engage in activities or in the business of junk collection including but not limited to activities in removing discarded personal property and junk; collection of same, sale of same, removal of same from personal property, public thoroughfares or other areas within the Village without first obtaining a license from the Police Department as hereinafter required.
(b) Applications for licenses for collectors or vendors of junk and discarded personal property shall be filed with the Police Department on a form to be furnished by the Police Department which shall contain the following information: Name of applicant, home address, name and address of person by whom employed, length of service with such employer, all places of residence and employment during preceding year, nature and character of goods to be sold or collected.
(c) For the purpose of this section and the license to be issued hereunder, each applicant who is a nonresident of the Municipality shall pay to the Municipality the sum of three dollars ($3.00) per day for the full period that such person proposes to sell or collect junk or discarded personal property within the terms of this section. All fees shall be payable in advance based upon the number of days furnished by the applicant when obtaining such license.
