521.08 LITTERING; ABUSE OF REFUSE COLLECTION.
   (a)   No person shall, without lawful authority, place or dispose in any manner, upon any public property or upon the premises of another, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious, or dangerous to the public health, comfort or safety.
   (b)   No person who is not a resident, property owner, or taxpayer of the Village shall place in the refuse collection process of the Village, any paper, trash, garbage, waste, rubbish, refuse, junk, or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety. This prohibition includes, but is not limited to, a non-resident or non-taxpayer placing any of the described garbage or refuse in containers, bags, etc., in the residential or commercial pick-up sites established by the Village and the Contractor for refuse collection.
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
