(a) No person who is an occupant of any single residential, commercial or industrial real property and no person who is owner of any multiple residential, commercial or industrial real property, or of an unoccupied or unimproved property abutting on a public walk, shall fail to clear such walk of snow, ice, dirt or any other debris within thirty hours of its accumulation on such walk, exclusive of Sundays or federally mandated holidays.
(b) If such walk is not cleared within the thirty hour period, the Village may cause such snow, ice, dirt or other debris to be removed. Upon such action, the Village may charge such occupant or owner, as aforesaid, an amount equal to its cost plus one hundred percent (100%). However, in no case shall the charge be less than twenty dollars ($20.00). The payment of such fee by the owner or occupant is due and payable to the Village upon presentation of a bill for its services.
(c) Whoever violates subsection (a) hereof is guilty of a minor misdemeanor.
