(a) All streets in the Village are designated snow emergency streets whenever more than two inches of snow fall upon such streets.
(b) No person shall stop, stand or park a motor vehicle, except for when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer, upon any street or thoroughfare of the Village. The absence of signs on any particular street notifying the citizens of such snow emergency shall not constitute a defense for a person who is charged with a violation of this section.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
