(a) Any person or persons failing to remove parked vehicles from a public right of way, alleys, or public streets within the Village within eighteen hours shall be cited for failure to move such vehicle for a period exceeding eighteen hours. After such a vehicle has been cited for three consecutive eighteen hour periods, which citation shall be placed upon such vehicle, then the vehicle shall be subject to being towed to a vehicle pound, where the vehicle may only be recovered upon payment of the towing charges imposed.

(b) Whoever violates this section is guilty of a minor misdemeanor, and shall also be assessed any costs incurred by the Municipality in disposing of such junk motor vehicle, less any money accruing to the Municipality from such disposal.
