1197.03 STORAGE OF JUNK AND JUNK VEHICLES.
   (a)    No person shall store upon his or her property motor vehicles unfit for further use, motor vehicles in an inoperable condition; parts of motor vehicles or junk or other refuse without enclosing such materials within a fence or building that obstructs the same from public view and access. The storage of junk, refuse or motor vehicles, as described herein, without obstructing the same from public view and access shall constitute a public nuisance because the use of such property for such storage purposes constitutes a continuous, unlawful and unreasonable interference with the peaceful enjoyment of property rights, either public or private, by violation of the right to a clean, comfort able environment or by interference with the public health, safety and welfare.
   (b)    The nuisance described in subsection (a) hereof shall be reported to the Zoning Officer who shall order such nuisance abated within ten days.
   (c)    If the nuisance is not abated within ten days after notice from the Zoning Officer to the owner of the premises or the owner of the property that is stored on the premises, the Village they issue a citation for a violation of this section and/or institute abatement proceedings in a court of competent jurisdiction as set forth in Section 1197.06.
   (d)    This section shall not be considered in derogation of, but shall be considered in addition to, the provisions of the Ohio Revised Code, and shall be considered to provide a remedy in addition to any prescribed in the Ohio Revised Code for the same violation described herein or for similar violations.
