135.14 PROMOTIONS AND CAREER DEVELOPMENT.
   (a)   All vacancies occurring within the Municipal work force shall, whenever possible, be filled by promotion of a qualified employee within the Municipal work force. However, the appointing authority may recruit applicants from outside the work force whenever he has reason to believe that better qualified applicants can be obtained. Promotion within the Municipal work force shall be based on the qualifications and seniority of the employee being promoted.
   (b)   The appointing authority, to the greatest extent possible, shall encourage and facilitate the training of employees responsible to him. Improved job performance and potential for promotion may be enhanced through employee attendance and participation in conferences, workshops, and other job related functions.
