The appointing authority shall be ultimately responsible for the management and productivity of those members of the work force appointed by such authority. Responsibility, as here designated, may be shared for operational purposes with the properly designated supervisory personnel. Municipal administrators shall, of course, have authority to supervise the work force during the course of daily operations; but, of course, subject to the authority of Council.
